Ofgem was formed in June 1999 and was created by combining the functions and operations of OFGAS, the former gas regulator (Office of Gas Supply), and the former regulator of the electricity industry, OFFER, (Office of Electricity Regulation).

It was established by the government to protect the interests of all consumers of gas and electricity by ensuring that they get genuine choice and value. Other key roles of the regulator are to promote competition in the production, distribution & supply electricity and gas as well as regulating the industry throughout Great Britain.
